India launched the Logistics Port Performance Index for FY 2024-25 and four major digital initiatives to boost global competitiveness of its maritime sector. These reforms were aimed at improving governance, transparency and ease of doing business across the shipping ecosystem. Developed by the Directorate General of Shipping (DGS) to improve service delivery, transparency and accountability for seafarers and maritime stakeholders. They were launched during the celebrations marking the 37th foundation day of Jawaharlal Nehru Port Authority (JNPA) in Mumbai, Maharashtra. The Union Minister of Ports, Shipping and Waterways (MoPSW), Sarbanada Sonowal made the announcements.
Designed to transform the operational performance of Indian ports, the Logistics Port Performance Index (LPPI) was developed under the Sagar Andalan framework to act as a national benchmarking mechanism. The LPPI evaluates ports across three cargo segments: dry bulk, liquid bulk and container cargo using several operational indicators to judge efficiency.
The Unified Ship Recycling Portal for Ship Recycling Credit scheme was also launched as a key reform as a part of the Government’s Rs. 70,000 crore maritime development package announced in 2025. The scheme allows ship owners who recycle their vessels at Hong Kong Convention-compliant Indian years to earn a credit note worth 40% of the ship’s scrap value, which can be applied towards new shipbuilding projects within India.
Launching an indigenous Vessel Traffic Service (VTS) and the AI-powered tender evaluation platform NIVIDA were also highlighted by the Union Minister as commitment to innovation, sustainability and operational excellence.
