The Central Bureau of Investigation (CBI) has filed a chargesheet alleging that the NEET-UG 2026 paper leak was the result of a well-organised, multi-state criminal conspiracy involving National Testing Agency (NTA)-appointed subject experts, coaching operators, middlemen, and candidates. The chargesheet names 13 accused, including three subject experts responsible for preparing the examination paper.

According to the CBI, the confidential question paper was allegedly leaked in exchange for large sums of money before the examination. Investigators claim the leaked paper was digitised and circulated through encrypted messaging platforms, including WhatsApp and Telegram, before reaching candidates in multiple states. Digital records, communication logs, and financial transactions have been cited as key evidence supporting the allegations.

The investigation further alleges that the conspiracy involved insiders with access to the paper-setting process. Officials say the accused exploited their positions to obtain confidential examination material, which was then distributed through a network of brokers and coaching operators for financial gain. The CBI has invoked charges related to criminal conspiracy, cheating, and offences under the Public Examinations (Prevention of Unfair Means) Act.

The case has intensified concerns over the integrity of India’s competitive examination system. Education experts and student organisations have called for stronger safeguards, enhanced digital security, and greater transparency in the conduct of national-level entrance examinations. The National Testing Agency has not yet issued a detailed response to the latest chargesheet, while the investigation remains ongoing.
