At the Commonwealth Parliamentary Association conference in Cape Town, South Africa, the Odisha Legislative Assembly presented its legislative procedures, digital change, and democratic history. Satyabrata Rout, Secretary of the Assembly, delivered a speech emphasizing the state legislature’s best practices. He stressed the several reforms done to improve legislative functioning and encourage stronger engagement with democratic institutions, highlighting the growth of the Odisha Legislative Assembly from the pre-Independence era to the contemporary digital Assembly.
Odisha’s first Legislative Assembly started operations in 1937 with 60 members, after it became a separate state in 1936. The size of the House has since increased to 147 members. Rout stated that the Odisha Legislative Assembly had 103 sitting days during the first two years of the 17th Legislative Assembly, with proceedings spanning about 470 hours, as he presented his paper on “Best Practices of the Odisha Legislative Assembly. “ He said the number was the highest in the Legislative Assemblies of India’s states.
Numerous steps have been made by the Assembly for institutional reforms and digital transformation. Orientation sessions have been planned for newly chosen and rookie legislators to acquaint them with the legislative process and how the House operates. The Assembly has also been encouraging young people to learn about democratic institutions. Arrangements have been made for study tours for students of schools and colleges to provide them an opportunity to understand the working of the legislature and democratic processes.
