Dr. Sahoo’s academic excellence was evident early on. In 1990, he was awarded the prestigious University Gold Medal as the Best Surgical Graduate from SCB Medical College, Cuttack. In 1999, Dr. Sahoo returned to Odisha and introduced advanced laparoscopic surgery at SCB Medical College—an innovation that had never before been attempted at any government medical institution in the eastern zone of India. His goal was to make high-tech surgery accessible to the masses, bridging the gap between private and government healthcare systems.
“I wanted to take minimal access surgery (MAS) to the masses,” Dr. Sahoo explains. “People often think high-tech surgery only happens in private, expensive hospitals, which they can’t afford. But I want to change that perception. Government hospitals should also serve the needy, and that’s why we became doctors.”

Dr. Sahoo’s appointment as Vice-Chancellor of Odisha University of Health Sciences (OUHS) marked a pivotal moment in his career. As a leader, he brought his extensive experience to the role, driving impactful reforms in the state’s healthcare system.
