Chief Minister Mohan Charan Majhi has unveiled an ambitious vision for Odisha’s development, announcing a target to generate 1.1 crore additional jobs by 2047—at a rate of five lakh jobs annually—as part of the government’s broader mission to build a ‘Viksit Odisha’.
To achieve this, the State is in the final stages of preparing two long-term roadmaps—Vision Document 2036 and Vision Document 2047. “These documents represent the dreams of 4.5 crore Odias and serve as a promise to future generations,” said Majhi. “They reflect our resolution to transform Odisha into a prosperous, developed state and a shining star in a developed India.”
As part of the economic roadmap, the State aspires to become a USD 500 billion economy by 2036, when Odisha completes 100 years of its formation, and a USD 1.5 trillion economy by 2047. The Chief Minister emphasized the need for sustained double-digit economic growth over the next 11 years to achieve this goal.
Majhi called for a strategic shift from an agriculture-dependent economy to a diversified model, incorporating the industrial and service sectors without compromising agricultural output. He stressed the importance of creating employment avenues for educated youth through sectoral transitions.
Highlighting progress in industrial development, the Chief Minister pointed to the success of the recent ‘Make in Odisha’ conclave, where the State attracted investment proposals worth over ₹17 lakh crore in just two days. “We must train and prepare around 13 lakh youth to be absorbed in the upcoming industries,” he added.
On infrastructure and employment generation, the Chief Minister noted that the government has earmarked Rs 65,012 crore in the current budget, amounting to 6.1% of the State’s Gross Domestic Product (SGDP), for infrastructure development alone.

Rs 68,881 crore for Scheduled Castes and Scheduled Tribes, who make up around 40% of Odisha’s population
He reiterated the government’s commitment to inclusive development across education, health, housing, social security, and empowerment initiatives for marginalized communities.
Additionally, the State is working towards building the Nabakrushna Choudhury Centre for Development Studies (NCDS) into a global socio-economic research institution to aid the government in achieving the goals laid out in the vision documents.
